President

Joan Bishop

Ms. Bishop is the Vice President of HighPoint Digital’s Health sector; leading both operations as well as business strategy and growth. She joined the firm in 2021 with 35+ years of diverse consulting experience across the Department of Defense (DoD) and the federal government. A seasoned Health IT expert, Ms. Bishop works with Federal clients to provide expertise to the Department of Health and Human Services (HHS), the DoD, and Department of Veterans Affairs (VA). Over her career, Ms. Bishop has provided support to the Joint Staff, various elements within the Military Health System (including each of the armed services), the VA/VHA, HHS, the Centers for Medicare and Medicaid Services (CMS), the Department of Homeland Security (DHS), and the Department of Labor (DOL). Ms. Bishop provided over 20 years of support to the military medical planning community developing decision support tools for military medical planners. Her background in federal health, military planning, and executive-level roles at other firms provide Ms. Bishop with the relationships and strategic understanding to work closely with federal health clients across the market sector. She has also worked with The Elizabeth Dole Foundation on their military and veteran caregivers programs.

Ms. Bishop earned her bachelor’s degree in Information Science from the University of Pittsburgh and a Masters in Business Administration (MBA) in Information Management from Marymount University. She has been an active member of the Healthcare Information and Management Systems Society (HIMSS) – National Capital Area (NCA) for over 10 years and has served as Chair of the Mentorship-Scholarship committee, as well as President-Elect prior to moving the President’s position July 2022. She also served on the Mentorship-Scholarship committee as a mentor and leader prior to the shift to a Board position. Ms. Bishop is also active in the Professional Services Council (PSC), serving on the Defense Health Vision Study and on the Armed Forces Communications and Electronics Association (AFCEA), co-leading the Military Health committee for the annual Health IT summit. Ms. Bishop also holds community leadership positions in Fairfax, Virginia.

Ms. Bishop is a native of Pittsburgh, PA and currently resides in Fairfax, Virginia. Outside of work, she enjoys spending time with her 3 daughters and mentoring graduate and undergraduate Health IT students. Her hobbies include gardening and community event planning.

Maria Gaboury

Maria Gaboury is an established health information technology expert. She has over 25 years of success, in delivering high-value solutions to Federal Health agencies including the Department of Defense (DoD)/Defense Health Agency, Department of Veterans Affairs (VA), U.S. Department of Health and Human Services (HHS), as well as, commercial organizations. She is a growth-focused leader for Federal health IT business development, capture, and operations. Ms. Gaboury joined InterSystems Corporation in May 2019 and manages strategic accounts within the North American Sales group. She developed and executes the company’s overall Federal Health BD strategy, as well as internal and external partnerships, business plans, and associated marketing for the Defense Health and civilian health agencies.

Ms. Gaboury earned her bachelor’s degree in Medical Technology at Loyola University and her master’s degree in Information Management at Marymount University. She is a certified Project Management Professional (PMP). She is an active member of the Healthcare Information and Management Systems Society (HIMSS) – National Capital Area (NCA) chapter since 2006 and is currently President-Elect/Vice President. For over 10 years she served as the committee chair for the HIMSS NCA Scholarship Program. Ms. Gaboury is a consummate supporter of helping young professionals enter the workforce through her work with various mentorship programs including HIMSS NCA and Women in Technology.

Maria is a native of the Washington, DC area and currently resides with her family in Falls Church, Virginia.

Ann Wolford-Connors

Ann Wolford-Connors is currently a Director at Guidehouse  (Prior PWC Public Sector) where she is a Change Management Consultant and Subject Matter Expert, assisting in the deployment of Cerner Millennium to the Veterans Administration and other programs. Prior to joining Guidehouse, Ann had over 37 years of Government experience, 26 years active duty as an Army Nurse Corps Officer and over 12 years as a Government Civilian.  As an informaticist, Ann's areas of expertise include personnel and organizational management, program management, risk management, change management, requirements development, business process reengineering, team building and governance.  She spent several years working with the VA on joint ventures with DoD, to include IEHR, VLER, and DoD/VA data sharing.   She was the lead for Army Medicine for the Cerner, MHS GENESIS, deployment working closely with the DHMSM program office, DHA, Air Force and the Navy.  Other roles held in her career are as follows: System Administrator/Deployment lead for DoD Inpatient EHR at Ft Benning, GA; Deputy Chief Information Officer for the Army Surgeon General; Deputy Program Manager for all Clinical Systems in the Military Healthcare System; Chair of the DoD Functional Advisory Council working directly with the 3 Services, the MHS GENESIS Program Office and the Defense Health Agency; and numerous leadership positions throughout Army Medicine.  She has been an active member of HIMSS since 2005.

Ann holds a Bachelor of Science degree in Nursing from The Ohio State University, Master of Science degree in Nursing from University of Maryland and Master of Arts in Healthcare Administration and Human Relations from Webster University. She is Acquisition Level III trained in Program management from DAWIA, attended the Federal Executive Institute and is a certified PMP and CPHIMS professional

Darrin Washington

Darrin is a seasoned professional with 30 years of Federal IT industry experience including over 19 years of Federal Healthcare experience within the DoD and the Civilian sector. He is currently a Client Executive for Healthcare, specializing in the Federal healthcare at the Cherokee Nation. Over the last 19 years, he has focused on the Federal Healthcare Industry and been a strong proponent for growth in the industry.  He is one of the most respected industry leads in federal healthcare with excellent relationships at the Defense Health Agency (DHA), all Military Health services, SPAWAR as well the Department of Veterans Affairs (VA). He is often referred to by industry insiders as the "Mayor of Federal Healthcare".

Carol S. Miller, BSN, MBA, PMP, is the President of Miller Consulting Group, a longtime member of HIMSS National and HIMSS NCA, a HIMSS National Fellow, a Past President of HIMSS NCA and a current Board member of HIMSS NCA since leaving office as President.  Currently, Carol is the Secretary and Bylaws Historian for HIMSS NCA.  Carol has over 25 years of industry contracting experience with multiple government agencies that include the services of business development, capture, proposal writing, strategic planning, and program operations, and as well, private sector consulting to hospital systems and providers.  She has supported both large and small business firms.  Carol holds a Bachelor of Science Degree in Nursing from the University of Pittsburgh, a Bachelor of Science in Business from St. Joseph's University, and a dual Masters in Business and Finance from Marymount University.

Mandy Peckham

Mandy Peckham is a Senior Account Executive/Business Development Lead/Manager with 15+ years of professional experience supporting federal consulting, nonprofits (with a focus on healthcare and conflict resolution), and the legal field. She continues to drive strategic growth at the corporate and account level, with a focus on new and emerging technologies. Mandy is passionate about serving as a matchmaker between emerging tech and government to help solve complex client problems. Mandy is constantly looking to expand her network- both with Federal clients, industry, and emerging tech companies, and loves writing, reading, researching, and speaking about what’s coming up next on the innovation horizon. When not working, Mandy is hiking with her dogs, practicing yoga, reading, and dabbling in painting.

Dan Blum

Dan Blum a retired Army officer, is an independent consultant in the Washington DC area and has been active in HIMSS since 2003. Upon his retirement from active duty he was selected to serve as the Lead Consultant to the “President’s Commission to Improve Cooperation Between VA and DOD.” After that eighteen month assignment he became an independent consultant working with government and industry in the areas of federal health care and research. While his background is in health care financing and managed care policy his passion is using health information technology to move information…not patients. Advocating for enabling HIT is his focus. He has been active at the local HIMSS chapter level and nationally, having served as the first national Chair for HIMSS State and Chapter Advocacy. He has served on numerous national HIMSS committees and workgroups addressing policy issues and represented Diamond Member companies on the HIMSS Government Relations Roundtable. He has been a presenter at numerous national meetings including annual HIMSS Conferences. At the local level he has served as Chapter Program Chair and most recently as Chapter Advocate. Dan attended the Army’s Comptrollership Program (MBA) at Syracuse University/Maxwell School of Government, in 1984, and later completed a RAND health policy fellowship. He attended the Executive Health Financing Policy Program at Wharton, University of Pennsylvania. He has received numerous military awards and was the recipient of the HCFA Administrator’s Award. Nick Vass is the Vice President of HHS Programs for J29 Inc., a healthcare IT consulting company focused on providing healthcare informatics, claims analysis, and business intelligence services to public health agencies at both the State and Federal levels. Nick supports delivery and growth initiatives with J29, a woman-owned 8(a) company, specifically including the operations related to nine different contracts at both the prime and subcontractor levels. As a long-standing member of HIMSS, Nick started serving on the National Capitol Area (NCA) chapter's Program Committee since 2021 and is looking forward to further supporting the chapter as the Programs Chair.

Adam Peters

Adam Peters is a health IT leader dedicated to enabling and improving military and veteran healthcare.  He  has twenty-five years in healthcare and information technology management. His diverse roles provide insight into the many aspects of health information management and they include running clinical laboratories in combat operations, supporting research and development programs in Africa, CIO for a large medical facility in Europe, program manager for deployment and sustainment of the DoD inpatient medical record, and the leader for a deployable surgical team supporting civil relief operations in America.

Mr. Peters graduated from University of Pittsburgh with a Bachelor's of Science in Clinical Laboratory Sciences from the University of Pittsburgh and is credentialed by the American Society of Clinical Pathology in Medical Technology. He holds a Master's of Science in Information Technology Management from the Naval Postgraduate School in Monterey, California. He served for twenty-two years in the United States Army as a Medical Service Corps officer attaining the rank of Lieutenant Colonel. On transition from the Army Mr. Peters joined ManTech International Corporation as an Executive Director in the Health Division. He is currently the Executive Director for Business Development for Defense and Veteran Health Programs. In this role he ensures alignment of ManTech’s capabilities with the needs of the supported agencies in order to advance their mission.

She has a record of success with establishing and creating rapid growth and delivering operational excellence.

Prior to joining LMI, Janet served as director of healthcare (Unisys), vice president of health and emerging technologies (AECOM), and director of information technology (Emory Healthcare), enabling effective business outcomes for the Defense Health Agency, U.S. Department of Health and Human Services, Federal Deposit Insurance Commission, Department of Veterans Affairs, International Olympic Committee, White House Communications Agency, and United States Senate.

Over the course of her career, Janet has been recognized consistently for leadership and revenue generation with an ability to function effectively at the strategic and tactical levels. She excels in delivering profitable growth, technological innovation, and operational excellence in the federal consulting and services arenas.

Janet earned her bachelor’s in psychology with a double minor in business and modern foreign languages from Augusta State University. She has a master’s in business administration with a concentration in global technology management from the University of Phoenix

Peter Huynh

Peter is a lieutenant colonel in the U.S. Army and has served in progressive leadership roles in his 20+ years military career starting in 1996 working as an IT project manager at Walter Reed Army Medical Center. He is currently the Chief Digital Officer at the Office of the Surgeon General supporting 1.1M service members globally. He also has 10 years working in the civilian sector as a healthcare management consultant and as a program manager with an $80 million portfolio. Peter is a Fellow Member of HIMSS (FHIMSS), Fellow of the American College of Healthcare Executive (FACHE), and Certified Healthcare Chief Information Officer (CHCIO). Peter completed his undergraduate studies in business administration at University of Washington and his graduate studies at Baylor University with a dual master’s in business administration and health administration, as well a master of science in administration from Central Michigan University. Peter is also trained as a Project Management Professional (PMP), Lean Six Sigma Black Belt (LSSBB), and Defense Acquisition University Information Technology Level 3.

Michael Holmes is a retired Air Force Medical Services Corps officer with 23 years of service and experience in acquisition, medical administration, medical support, and medical research.

He is the Senior Director, Program Management Operations at Microhealth LLC and currently leads the program manage office and oversees program management operations for the company's projects supporting multiple federal agencies.

He previously managed the Information Technology and Innovations Portfolios for the Air Force Surgeon General’s office, providing portfolio and program management oversight to IT, Precision Medicine, and Innovative research projects. Past assignments include PEO DHMS, JTF CAPMED, TMA PEO JIMSO, DHIMS and TMIP supporting new and legacy enterprise Electronic Health Record (EHR) systems in the Military Health System, and in operational theater (combat) environments.

He received his MBA from Texas Tech University and is an active member of HIMSS and the NCA chapter, achieved the CPHIMS certification and was the past chair of the HIMSS Federal Health Community. He is a certified Project Management Professional (PMP) and DoD acquisition professional certified at Level 3 in both Project Management & Information Technology.
