Senior Government Relations Manager, HIMSS
Ms. Alana Lerer serves as the Senior Government Relations Manager for the Healthcare Information and Management Systems Society (HIMSS), where she advises governments and equips public policy advocates to transform health through information and technology. She works closely with US federal, state, and local governments and private sector partners to inform policy and convene around the issues of public health data modernization, information exchange between healthcare and public health, as well as data privacy. Ms. Alana has approximately 15 years of experience supporting public health and healthcare focused nonprofit organizations and state and local health agencies in public policy and program management. She resides in Fairfax, Virginia.

LTC Melissa Boyd
Deputy Chief, Division of Behavioral and Social Health Outcomes Practice (BSHOP) at Directorate of Clinical Public Health and Epidemiology, Defense Centers for Public Health – Aberdeen
LTC Melissa Boyd is a board-certified Clinical Psychologist and has served on active duty in the Army since 2008. She is a proud graduate of Hampton University where she earned her Bachelors in Psychology and LaSalle University where she achieved her Master's and Doctorate in Clinical Psychology.
Dr. Boyd completed her internship and residency at Walter Reed Army Medical Center, Washington, DC. In 2011, she deployed to Kabul, Afghanistan, where she served as the Behavioral Health Officer-in-Charge and oversaw behavioral health services for US and NATO forces. Subsequent assignments have entailed serving as Chief of Behavioral Health for the Fort Belvoir Community Hospital/ Fairfax Health Center, Lead Psychologist and deputy medical advisor at the Pentagon/ Army Discharge Review Board, Chief of Outpatient Behavioral Health Services at Brian D. Allgood Hospital- South Korea, Chief Psychologist for the Eighth Army- South Korea and most recently as a the Deputy Chief for the Division of Behavioral and Social Health Outcomes Practice at the Defense Center for Public Health- Aberdeen. Her awards and decorations include the Bronze Star, Meritorious Service Medal, Army Achievement Medal, and Article 5 North Atlantic Treaty Organization (NATO) Medal. Her professional interests include the impact of mental health on families, suicide prevention and awareness, and promoting healthy emotions and coping skills through children’s literature. LTC Boyd is an author of children’s books focused on emotional learning, social development, and healthy coping skills. Her books include B is for Breathe; Better Together; and Creating Calm. Dr. Boyd is married and has 3 children.
Dr. Vijay Kannan
Director of the Office of Clinical Performance and Health Impact at Indian Health Service Headquarters
Dr. Vijay Kannan is the Director of the Office of Clinical Performance and Health Impact at Indian Health Service Headquarters. In this role he oversees the agency’s work data-driven optimization clinical care delivery across its 140 federally operated sites. He previously worked as a Regional Director of Quality Management for the Southwest region of IHS. His work there focused on identifying systemic issues in quality of care and addressing them in a context-relevant manner. Prior to working for IHS he served as a Technical Officer at the World Health Organization (WHO) Headquarters in Geneva, Switzerland. He worked in the Clinical Services and Systems Unit, where he was the clinical focal point to the Quality Team and worked to develop emergency, surgical, and intensive care capacity in resource-limited settings as well to optimize the integration of care platforms across the care continuum. Before joining WHO, he served as faculty at Harvard Medical School, where his academic focus was on the use of registry-based analytics and applied implementation science methodology for quality improvement. He spent approximately one-third of his time in Africa as a consultant to WHO. He is an emergency physician by training, with Master’s in Public Health and fellowship in Global Health from the Harvard School of Public Health and Beth Israel Deaconess Medical Center.
Dr. Monique Powell-Davis
EVP of Medicine at Mary's Center
Dr. Monique Powell-Davis joined Mary’s Center in 2017 and oversees Mary’s Center’s medical services and medical operations. Over the years, she has served as a staff obstetrician/gynecologist, Director of Women’s Health Services across 5 individual clinical sites in major community FQHC’s, served on the medical leadership team, and performed as the subject matter lead on a variety of maternal health projects.
Dr. Powell-Davis is a Board-certified obstetrician-gynecologist with over 15+ years of experience in both the public and non-profit sectors including Federal Qualified Health Centers. She is adept at collaborating and nurturing strategic partnerships with community stakeholders and leaders pertaining to program initiatives, including refugee care and advocacy leader for women’s health. In her role at Mary’s Center and as a dedicated clinician with a servant leadership style guiding multiple teams, Dr. Powell-Davis ensures quality patient care and optimal outcomes in the community.
Dr. Powell-Davis attended Howard University College of Medicine and obtained her Doctor of Medicine degree in 2005. He completed her residency in the Postgraduate Specialty Training-Department of Obstetrics and Gynecology at Howard University Hospital in 2009 and was named the Administrative Chief Resident of Obstetrics and Gynecology.
Dr. Ernest Moy, MD, MPH
Executive Director of the Office of Health Equity of the VHA
Dr. Ernest Moy, M.D., M.P.H., is the Executive Director of the Office of Health Equity of the VHA. This office manages and supports efforts to understand and reduce inequities in health and health care affecting Veterans. This work focuses on supporting a diverse and inclusive environment for Veterans and VA staff, identifying unmet social needs and matching Veterans with needed services, and working with providers to recognize and address disparities in care delivery and outcomes.
Prior to joining VHA, he was a Medical Officer in the Office of Analysis and Epidemiology at the National Center for Health Statistics of the Centers for Disease Control and Prevention (CDC). At CDC, he studied rural health disparities, analyzed linked hospital-vital statistics data to identify care patterns that placed patients at high risk for opioid poisoning death, and developed new data visualizations and partnerships for disseminating health statistics.
Prior to CDC, he was Director of the Division in the Center for Quality Improvement and Patient Safety at the Agency for Healthcare Research and Quality (AHRQ) that designed and produced the National Healthcare Quality and Disparities Report, submitted annually to Congress, and related web tools. He has also worked as a Director of Research and Assistant Vice President at the Association of American Medical Colleges, Assistant Professor at the University of Maryland School of Medicine, and Emergency Care Physician at the Baltimore VAMC. He was selected to serve as the first Academy Health Innovator-in-Residence.
